Principal and CMS of Jawaharlal Nehru Medical College and Hospital (JNMCH), Profsessor Tariq Mansoor has taken up post as the Vice Chancellor of Aligarh Muslim University, following the completion of Lt General Zameer Uddin Shah (Veteran), who served as Vice Chancellor from May 17, 2012 till date. General Shah today formally handed over the charge to Professor Tariq Mansoor at the Vice Chancellor’s Office in AMU.
Prof Mansoor has been appointed as the AMU Vice Chancellor by President of India Pranab Mukherjee. His name in the Panel for AMU Vice Chancellor designate was included after he secured the maximum number of votes by the AMU Court Members. Professor Mansoor has been associated with AMU for 35 years.
Before taking the charge as the Vice Chancellor, Prof Mansoor paid floral tributes at the tomb of Sir Syed Ahmad Khan, the founder of AMU and after taking charge, Prof Mansoor visited Morrisson Court and Sir Syed Hall (North), where he interacted with students.
Born on September 20, 1956, Prof Mansoor is also an alumnus of AMU. He completed his MBBS from the JN Medical College, AMU in 1978 and MS (Surgery) in 1982. In 1994, Prof Mansoor completed FICS from the International College of Surgeons.
Prof Mansoor belongs to a respected and educated family of Aligarh. His father, late Prof Hafeezul Rahman was founder Dean, Faculty of Law at AMU. Prof Mansoor’s elder brother late, Prof Rasheeduzzafar was Professor of Civil Engineering at IIT, Delhi, and Professor and Head of the Department of Civil Engineering in AMU and Vice Chancellor of Jamia Hamdard University, New Delhi from 1992-1994.
Prof Mansoor became the Principal and Chief Medical Superitendent of AMU’s JN Medical College and Hospital in 2013. He had first started working at the college’s Department of General Surgery as a clinical registrar in 1983.
In an official letter received from the Department of Higher Education, Ministry of Human Resource Development, Government of India earlier in the month; Mr Surat Singh, Deputy Secretary to the Government has stated: “I am directed to refer that in exercise of powers conferred under Clause 2 (1) of the Statutes of Aligarh Muslim University Act, 1920, the President of India, has been pleased to appoint Professor Tariq Mansoor as the Vice Chancellor of the Aligarh Muslim University, for a period of five years from 17.05.2017 or the date on which he enters upon his office, whichever is later.”
The letter further stated that the terms and conditions of the services of Professor Mansoor as the Vice Chancellor of the Aligarh Muslim University will be those as set forth in the ACT, Statues and Ordinances of the University.
Prof Mansoor, who has a teaching, research and clinical experience of 35 years has supervised 49 post-graduate thesis. He was associated with the Department of Surgery, JNMC as a Professor from 01.01.2002 to 02.09.2013 and has been Professor and Principal for 15 years (Approx) since 01.01.2002 till date. He was Chairman, Department of Surgery, JNMC from 2006 to 2009.
Prof Mansoor was Member, Executive Council, AMU in the years 1991-1994, 2002-2008 and 2013-2016. He has also been appointed as Member, Medical Council of India with effect from 20.03.2015 for a period of four years. He was President, Association of Surgeons of India (UP Chapter) in 2010-2011 and Vice President, Association of Surgeons of India (UP Chapter), 2007-2008. Prof Mansoor has been the Secretary, JNMC Management Committee, AMU since 03.09.2013 till date and Honorary Secretary, AMU Teachers’ Association from 1997 to 1999.
Professor Mansoor was conferred with the ‘Eminent Senior Surgical Teacher Award 2013’ by Association of Surgeons of India (UP Chapter).
Under his able guidance and leadership as Principal and CMS, JNMCH, which is one of the largest medical colleges and hospitals in Uttar Pradesh was ranked 8th best nationally among 400 medical colleges in India and ranked 2nd best in Uttar Pradesh by India Today/Neilson Survey 2017.
Under Prof Mansoor’s leadership, JNMCH has played an important role in Polio Eradication in Western Uttar Pradesh and is conducting other outreach programmes specially related to nutritional training, basic and advanced life support training of new born, HIV and Haemophilia in collaboration with various agencies like NHM, UNICEF and NACO etc.
Prof Mansoor, who has been working as Principal, JNMCH since 03.09.2013 is also a Member, Sub-Committee of Medical Council of India for Scrutiny of Declaration Forms of Fake/Duplicate Faculties and providing false information in Declaration Forms in Medical Colleges of India.
Prof Mansoor was elected as a Member, AMU Court, 2008-2009 and from 2013 till date. He was also Chairman, Committee constituted by Academic Council, AMU for Upgradation of JNMCH to Level of Institute. He has also served as Subject Expert in Selection Committee for recruitment of teaching staff for AIIMS (Patna), AIIMS (Rishikesh), AIIMS (Bhopal), AIIMS (Raipur), AIIMS (Bhubneshwar), AIIMS (Jodhpur), Institute of Medical Sciences (BHU, Varanasi) and King George Medical University, Lucknow.
Prof Mansoor has served as subject/advisor in Union Public Service Commission (UPSC, New Delhi) and as Assessor (Inspector) for Medical Council of India.
Prof Mansoor is a Member of Committee constituted by AMU for establishing Tele Medicine and E-Health Centre in the University and Convener, Committee to Prepare Proposal for establishment of Institute of Pharmacy in AMU. He was also a Member, Committee for Evaluation of various courses in the University and Feedback from students in January 2005.
He was also appointed Member of the Committee to recommend measures for Protection of University Land and Property.
Prof Mansoor was Expert in Selection Committees/ Post Graduate/ Undergraduate Examiner in various Central and State universities for AIIMS (New Delhi); AIIMS (Raipur); AIIMS (Jodhpur); AIIMS (Patna); AIIMS (Rishikesh); AIIMS (Bhubaneswar); AIIMS (Bhopal); Delhi University; Kolkata University; IMS, BHU, Varanasi; King George’s Medical University, Lucknow; Meerut University; Jhansi University; Allahabad University; Patna University; Kanpur University; NIMS (Jaipur), etc.
He was nominated as Member, Board of Studies, Department of Surgery, Institute of Medical Sciences, BHU, Varanasi (2011-2013) and Member, Editorial Board of the University Journal – Fikr-o-Nazar (vide order No. Admin/LD/1547/T/ZYK dated 08.08.2014).
During his tenure, the JNMCH has established a Cardiology Cath. Lab at a cost of 9 crores for Cardiac Angiography and Angioplasty. The Medical College has also been sanctioned with Grant of Rs 15 crores from National Health Mission (NHM) for Paediatric Cardiology and Paediatric Cardiac Surgery and with a Grant of Rs 8 crores from National Health Mission (NHM) for Early Intervention Centre for Paediatric Patients.
In Prof Mansoor’s tenure, JNMCH has also installed new and modern equipment such as Cath Lab, Heart Lung Machine, Operating Microscope, Optical Coherence Tomography (OCT), Treadmill Machine (TMT), Automated Perimetry Machine, IOL Cataract Master Reader, new Dialysis Machines, SURGI RF Cautery, Valley Lab Cautery, new C-Arms, Urology Equipment, Low Vision Aid Equipment and Platelet Apheresis etc. Meanwhile, JNMCH has also witnessed completion of state of the art Auditorium (costing Rs. 8 crores) besides being facilitated with establishment of new Virology Lab (ICMR Project) costing Rs 6 crores.
The JNMCH has also signed MOU with the University of Massachusetts’s Medical School, USA in Prof Mansoor’s leadership and facilitated a fellowship exchange Programme for Hospital Training of Doctors of JNMC in Queen Elizabeth Hospital, Birmingham, UK.
In Prof Mansoor’s tenure, a MOU with ESCORTS FORTIS HOSPITAL for establishment of Cath Lab and Training of Doctors and Para-Medical Staff was also signed. Prof Mansoor also got a MOU signed with Sir Ganga Ram Hospital for accreditation of Central Lab and Hospital Training Programmes for Doctors and Para Medical Staff.
Prof Mansoor’s tenure also brought the Low Vision Aid Ophthalmic Centre, IVF Unit in Obstetrics and Gynaecology and start of Microvascular Surgery in JNMCH.
Meanwhile, with a keen interest in sports, Prof Mansoor has also been the President, Tennis Club, AMU in 1996-1997 and 2007 to 2014 and Secretary, University Games Committee, AMU (as additional administrative work) from July 2007 to July 2014, said the university release.
