Delhi Govt to allocate Rs.100 cr each for SC/ST/Minorities Welfare, MCD

MAY 7, 2011: Annual Plan 2011-12 of National Capital Territory of Delhi was finalized in a meeting held between Dy. Chairman, Planning Commission Dr. Montek Singh Ahluwalia and Delhi Chief Minister Sheila Dikshit.  Plan Outlay of Rs.15,133 Crore has been approved for Annual Plan 2011-12 of Delhi.  This includes Rs.14,200 Crore State Plan Outlay and Rs.933 Crore Plan Outlay of Public Sector Undertakings.  Current year’s Plan Outlay of Rs.15,133 Crore is 32.75% higher than last year’s plan outlay of Rs.11,400 Crore.  

Speaking to media persons after the meeting Dr. Ahluwalia stated that the best infrastructure is available in Delhi.  The city government has done exceptionally well in social welfare, skill development, women empowerment and scholarship disbursement.  It has been suggested that the government must come out with a 10 year forward projection for water sector.  He added that at the instance of Dikshit the Commission has agreed for increase of Rs.200 crore in water sector, another Rs.200 crore for transport sector and Rs.100 crore each for SC/ST/Minorities Welfare and for MCD to improve health and education in area coming under its jurisdiction.  Dr. Ahluwalia further stated that more efforts are needed to improve water distribution, rainwater harvesting and sewerage system.

Dr. Ahluwalia appreciated the steps proposed by Government of Delhi for improvement in school infrastructure, implementation of RTE Act, expansion of health care infrastructure, new Health Insurance Scheme for EWS households, new health program for children, new scholarship scheme for all SC/ST/Minorities students, new Technical University for Women.  It was pointed out that Delhi has the distinction among all States & U.Ts. in the country whose Plan budget is much more than non-plan budget of Rs.13307 Crore.  Smt. Dikshit expressed satisfaction over the approved plan size.  She further stated that the Planning Commission has appreciated our commitment to utilize more funds for social services sector.

Earlier Chief Secretary, Delhi made a detailed presentation indicating major achievements made under Annual Plan 2010-11 and new & major projects to be implemented during the Annual plan 2011-12.

Members of the Planning Commission, during discussions, appreciated the approach of Delhi Government in laying emphasis on Social Services Sectors during the Annual Plan 2011-12 for which about 58% (Rs.8291 crore) of the total Plan Outlay has been allocated with substantial increase in the Plan Outlay for the Sectors like Health, Education, Water Supply & Sanitation, Housing and Urban Development.  The issue of raw water for Delhi to meet the water supply requirement of the City was also discussed in detail in the meeting.  Various aspects of improvement in Water Management System also came up for discussion.  Pollution in River Yamuna was another important issue discussed.  Rain Water Harvesting, utilization of treated Waste Water, recharge of Ground Water and prevention of water losses due to seepage will be priority programs under Water Supply Sector.

The meeting was attended by the Members, Member Secretary, Advisors and other senior Officers of the Planning Commission, Ministry of Home Affairs, Ministry of Finance, GOI, and Chief Secretary, Secretary (Finance), Secretary (Planning), CEO-DJB, Commissioner-Transport, Commissioner-MCD and other senior Officers from Delhi Government.

I would like to draw the attention of Okhla Times regarding Road & Sewerage condition of okhla especially Abul Fazal Enclave & Shaheen Bagh. Most of the roads are blocked by debris and building material, no proper sewerage system. It seems MCD is not at all bothered about the pathetic condition of this area.
